Mrs Abubakar Zainab S. is the Director, Information and Communication Technology, Federal Ministry of Education, Nigeria. She is an experienced public servant with a broad career spanning several Ministries, Departments and Agencies of the Federal Government.

Over the course of her career, she has served in the Federal Civil Service Commission, the Federal Ministry of Finance, and the Federal Ministry of Power, and was also on secondment to the National Agency for the Great Green Wall under the Federal Ministry of Environment. She later returned to the mainstream Civil Service as Director, e-Government, in the Federal Ministry of Communications, Innovation and Digital Economy, before her deployment to the Federal Ministry of Education as Director, ICT.

She was among the first cohort of the Aig-Imoukhuede Foundation Leadership Programme, a platform that further strengthened her leadership capacity, public sector reform orientation, and commitment to effective service delivery.

As Director, ICT, she provides strategic leadership for the Ministry’s digital transformation agenda, including ICT policy coordination, digital platforms, data systems, infrastructure, and technology-enabled service delivery across the education sector. She plays a key role in advancing initiatives that strengthen transparency, accountability, institutional efficiency, and improved access to education information through digital tools.

Mrs. Abubakar has contributed to major ICT-driven reforms, including education data Initiatives, enterprise content management, online learning support, governance transparency platforms, and the use of emerging technologies to improve public access to verified education information.

She is committed to building secure, inclusive, and sustainable digital systems that support learners, institutions, policymakers, and the general public. She is married with children and enjoys gardening.
